Prepare EPAC graduation with complete forge research handoff

EPAC's extracted source depended on forge checkout paths and omitted subsequent research. This change packages the public modules, subatomic and visualization packages, and data resources; carries the 45-file continuation from Stack 0e8384bbb60e4c2189016a212bdd0030d04aed7d; and binds UCNS to accepted source 6eea1828a34ed8ec99879f8090ea5d48352d8c2d through the exact archive and 34 module hashes.

The package supports nine molecular formulas and subatomic constructions through krypton. Repairs preserve stoichiometric multiplicity and carried receipt structure, isolate mutable cached evidence, keep comparison scoring on the frozen preregistered population, and propagate missing or failed prerequisite evidence. The operation inventory covers every packaged module and initializer export. It retains known structural boundary relevance while keeping 11 unmeasured operation effects unknown. Three actual readouts refine the 16-class quotient to 21 classes; two singleton refinements reproduce that finite partition. No descriptor is promoted. Historical receipts and all 14 FALSIFIED molecular standings are preserved.

Release tooling binds clean Git source, pinned toolchain/runtime/compressor, license bytes, UCNS lock, and exact artifact hashes. Before archived tests or verifiers execute, replay checks complete source coverage, wheel payload and installer metadata, every source-derived manifest field, duplicate JSON keys, the exact asset set and canonical SHA256SUMS. It verifies unchanged source and installed distributions, import origins, XML outcomes and each consumed artifact's identity. Final licensing requires an owner-selected SPDX expression, the sole LICENSE file, and removal of unresolved LICENSE_STATUS.md.

Validation at 625e537701292179cdd8027c95ab87bf54aefa37: exact-commit review reports no major issues, and all earlier threads are resolved. CI and CodeQL pass. Six clean private wheel/sdist installs on Python 3.10–3.12 each pass 209 tests without skips. Downloaded bundles independently match Git, installed payloads, XML and all 14 literal FALSIFIED standings; acceptance SHA-256 6e60f2bb969a331ba70f295fbd66c25146b0922ed9fe075629d48dae5f132b88. Twenty-one targeted gate/audit tests also pass, including 17 invalid-input and 23 manifest/license/checksum cases; four gate tests pass on Python 3.10. A synthetic license fixture produces identical normalized bytes under umasks 022/077 and passes source and independent checks. It grants no actual EPAC distribution rights.

The same source passes the private Stack consumer at clean Stack e9454b1de8602c8dba8bc968d809fe3238655a0d, covering all nine molecular replays and 14 FALSIFIED standings. Its wheel SHA-256 is ee5ed1219013080b4fa5f382f8344541677ea1f6597d36179d6a1b83e4eb290c; consumption receipt SHA-256 is 6a1f98a8d9e64c34e9a10a6fe379853c6c8de3404443d9cd42d87c36bb11b84d.

This remains a draft because the owner has not selected EPAC's license. Final licensed immutable candidate qualification, same-candidate Stack verification before publication, immutable publication, public reconsumption, forge retirement and the scoped authority-transition receipt remain pending. Publication and authority-transition work are authorized. Private tests do not complete the license or graduation gates, and no empirical, physics, proof, geometry, semantic or upstream-license standing transfers.

This is resolved as MPL-2.0 using the existing skill-lib/metapat/edcm convention, with the interpretation disclosed before execution.
