The immutable v0.1.0 archive preserves its qualification-time record. Current EPAC documentation now records the subsequent completed release, Stack reconsumption, forge implementation retirement and scoped authority transition; the previous qualification record remains explicit history.

README, AGENTS, provenance, graduation, work graph and portfolio report bind the immutable release source 949cb1cb304927942966c9fb396caf6227120e7f, its qualified public bytes and six 209-test clean installs. The local authority receipt is byte-identical to Stack source 1c6ec9fb85d2ead58b13d806a5c4a9bc3803c936. The portfolio source points to committed documentation that reproduces the completed lifecycle. The v1.0.0 graph boundary fields and string-valued graduation gate are preserved, the stale module lifecycle comment is removed, and confirmed FALSIFIED standings remain evidence outside hmmm.

Stack #37 must merge with the referenced receipt intact before this PR merges. EPAC owns implementation/public contracts; scientific, upstream-license and freshness standing do not transfer. The published release tag and assets remain fixed.

Validation: portfolio schema and date format, reproducible completed-source claim, sealed work-graph digest, exact receipt identity and graduation gate enum pass. Current-head CI runs all six wheel/sdist installs on Python 3.10–3.12; exact-source review and independent artifact-evidence acceptance gate merge.

This records the completed v0.1.0 qualification/publication/reconsumption and scoped Stack authority receipt while preserving qualification-time history. The immutable release remains at949cb1; this head does not republish bytes. Verify current/historical claims, exact source and receipt identities, work-graph and portfolio projections, and non-transfer boundaries. Stack PR37 at c81d807 must merge with the referenced receipt intact before this PR merges. Check live P1/P2 issues.

Please review exact head 5b681b3. All six preceding findings are repaired: report.source pins committed documentation with the completed lifecycle and exact current receipt; confirmed 14 FALSIFIED standings are preserved outside hmmm; the receipt link targets authority-transition.json; stale module graduation metadata is removed; work-graph v1.0.0 retains its sealed boundary fields and carries the scoped receipt in the Stack participant relation; the publication-match gate uses pass. Stack 1c6ec9f separately fixes its four findings, preserves historical manifest snapshots and graduation-time release lock, and merges incoming main without changing its research files. Both receipts are byte-identical. Published v0.1.0 remains fixed at949cb; this current-source docs/comment change does not replace that release.
