This placement follows METAPAT's existing authority boundary: METAPAT owns semantic organization while physics validity, UCNS geometry/proof status, EDCM measurement validity, neuroscience evidence, and other domain authorities remain non-transferable.

Immediate implementation boundary

The GitHub connector preparing this issue cannot upload binary PDF/PNG payloads. The VM/Codex checkout should copy the exact assets, compute digests, add the manifest/index, validate repository gates, and only then wire the website consumer to the immutable source identity.
