Keep fallback usefulness unresolved
The frozen plan defines usefulness only as target_accuracy >= minimum_target_accuracy, and the sealed receipt records a usefulness verdict only for the PTCNA target; it never preregisters a fallback-usefulness threshold or verdict. When portfolio consumers follow this next action, saying fallback usefulness “survived” converts the observed comparator accuracy into a post-hoc empirical verdict and can incorrectly justify routing useful operation to it. Report the comparator accuracy without assigning usefulness, or retain fallback usefulness as hmmm until separately preregistered and evaluated.
