Refresh UCNS before advertising the new pin
The newly advertised 828c0b8... identity does not match the canonical view consumers receive: this commit leaves libs/ucns/ unchanged, while the earlier update imported only mobius_seed_construction.py rather than the complete source tree (even its declared tests/test_mobius_seed_construction.py is absent), and research/ucns/BASE.json still pins 1975fe70.... Any experiment resolving UCNS through this manifest therefore records 828 while executing a hybrid/older checkout; refresh the full archive and matching BASE record, or retain the old pin.

Reconcile the EPAC slot guidance with the extraction
Once EPAC is declared to exist independently here, the current instructions at libs/epac/README.md:10-15 become contradictory and potentially unsafe: they say to leave the slot empty only until the owning repository exists and still state that the repository does not exist, while the new graduation boundary explicitly says repository creation alone must not trigger population. A maintainer starting from the reserved slot can therefore infer that importing EPAC is now allowed; update that guidance (and the stale README.md:37 topology description) to retain the release/reconsumption/receipt gates.
