Update the contract assertion with the reconciled wording
Changing this sentence leaves research/psychsocio-metafauna/tests/test_contracts.py:231-234 asserting the removed text verbatim. Since .github/workflows/psychsocio-metafauna.yml explicitly runs that suite whenever README.md changes, this commit makes the workflow fail with AssertionError; update the contract test to assert the new EPAC extraction boundary.

Removes the stale claim that stack-local EPAC has no independent repository. Keeps the actual boundary: EPAC is extracted independently, but graduation/authority transition remains incomplete until release and downstream reconsumption gates pass. No manifest or authority semantics change.
