Add NGSL lexical floor and layered snapshots

Outcome

Adds the NGSL 1.2 lexical floor and hardens it into a source-bound, occurrence-preserving candidate producer over the fixed 157-position Public Gonol carrier.

• retains all 2,809 exact source spellings without rank or frequency in identity;
• creates one deterministic word gonol per exact ordered glyph sequence;
• rejects every profile-pinned SPACE manifestation and every unassigned glyph across all public construction paths;
• binds the packaged source manifest, attribution notice, exact word bytes, Git blobs, SHA-256 identities, acquisition provenance, serialization policy, and unresolved official-source boundary into an immutable source receipt;
• retains shared-glyph occurrence addresses and exposes the glyph-type set only as an explicitly lossy projection;
• makes hyperspace and definition indexes immutable;
• pins affixiation, compounding, definition, source, and snapshot standings fail-closed;
• binds every layer snapshot to the same source receipt, exact producer, and ordered parent chain;
• packages NGSL attribution and provenance with the wheel; and
• uses current skill-lib MODULE_BUILD, CONTRACTS, and resolving CHECKS declarations with adversarial tests.

carrier-floor-ci run 578 created the Python 3.10 and 3.12 jobs, but both failed before exposing any workflow steps or acquiring a runner. The zero-step result supplies no code-test verdict. The complete repository suite, deterministic ucns_msdmd.ts regeneration, build/Twine gate, and installed-wheel repository gate remain required before merge.
