Matplotlib 3.10.0 has no wheel for Python 3.14, so pip builds it from source and downloads FreeType. Dependabot blocks that download, and the grouped pip update fails in flow/util. 3.10.9 ships a Python 3.14 wheel and stays in the 3.10 series. Regenerate requirements_lock.txt with pip-compile on Python 3.13. Signed-off-by: Vitor Bandeira <vvbandeira@precisioninno.com>

Bump matplotlib from 3.10.0 to 3.10.9 in
flow/utilandtools/AutoTuner.Matplotlib 3.10.0 has no wheel for Python 3.14.
When a Dependabot pip update resolves with Python 3.14, pip builds Matplotlib from source.
That build downloads FreeType 2.6.1, and the Dependabot proxy refuses the download with a 403.
pip-compilethen fails in/flow/util, and the grouped pip update job fails.3.10.9 ships a Python 3.14 wheel and stays in the 3.10 series.
requirements_lock.txtis regenerated withpip-compile --generate-hasheson Python 3.13, the version in its header.Only
matplotlibchanges version; the other pins stay. All 55 files that PyPI lists for 3.10.9 have a hash in the lock, including the Python 3.14 wheels.
