Bilingual semantics finished end to end: the MCP tools take a `locale` and answer with names and descriptions in the same language, report.html's file:// fallback reads the same semantic slot as the served Viewer, the optional LLM layer's feature names land where the Viewer reads them, and `SemanticLabel.evidence` is one list per language. Also the Python 3.10 floor stated by the extractor and READMEs, TypeScript-7-ready tsconfig paths, the aligned roadmap, and dependency updates (elkjs 0.12, lucide-react 1.37, @xyflow/react 12.11.5, vite 8). Minor bump rather than patch because the `evidence` field changed shape. The GitHub Action's interface is unchanged, so `v1` moves to this release.
