Ships the Python adapter route-naming fix from #61: a module's routes each read the decorator above their own declaration instead of the file's first matching call, so a multi-route module stops collapsing onto one path and capability matching runs on the real ones. Version moves at all seven declarations the publish plan checks — the three published packages and the root, the VERSION constants in the CLI and the MCP server, and the action's default cli-version.
