A choice upgrade on the Bunker picks what the staff work on. Both makes stock at half speed (the sourced 20/17/14 minutes per unit), Research none. What this does
The Bunker has a new "Staff on" choice: Manufacturing (default), Both or Research. Both makes stock at half speed, which matches the sourced 1 unit every 20 / 17 / 14 minutes. Research makes none. Supplies drain at the same speed whatever the staff work on. No source gives that, so it's marked "(est.)" and the card states the rule. Research progress is not tracked. Decided: only the effect on supplies and stock matters. Recorded as decision 025.
