Unblocks androidx and maven-publish dependency updates which require AGP ≥8.9.1 and ≥8.13.0 respectively. AGP 9.x is not viable yet due to BCV incompatibility (Kotlin/binary-compatibility-validator#312). Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
