Implement Autodoc

Added Autodoc service:
The autodoc service takes an event-driven approach, and will respond to events by adding highlights to the current document,

• Added Trelent Tags (@trelent-auto, @trelent-highlight, @trelent-ignore) which modify the behaviour of the autodoc service on a per function basis
• Extended Trelent settings to modify the behaviour of the service (# of changes necessary for a highlight to occur, default behaviour)
• Added code parser service which controls the amount of parsing that can be done at once
• Added additional message bus topics to expand responsiveness
• Added gutter icons which allows for quick docstring generation
