feat: ship Agent Plugins manifests for vendor-neutral installs

• Agent Plugins is a vendor-neutral manifest backed by Cursor, Vercel, OpenAI, Microsoft, and Amazon, so one root plugin.json lets any conforming client install these skills without a tool-specific manifest per vendor.
• A third manifest per plugin raises the drift risk, so CI validates it against the published spec schema and cross-checks it with the Claude and Cursor manifests.
• Release-please bumps it with the others so every tool sees the same version.
