MCP mutating tools echo scope (baseline vs branch) and branch on success envelopes so callers can confirm where a write landed without diffing stores.

validate_project gains an exclusive namespace scope (proto, server, MCP, docs) to validate every EventModel in a namespace without a Domain/Project. A new Info rule SLICE_NO_SCENARIOS flags command/read-model/automation slices with no scenarios, supporting bulk triage via namespace validation.

Docs and integration tests cover the new contracts.
