Bumps Vite from 8.3.1 to ^8.3.3 in the effect-smol root and @effect/doctest devDependencies, with a refreshed pnpm-lock.yaml.

The lockfile also picks up Vite 8.3.4 for some workspace packages’ Vitest graphs and transitive bumps (e.g. rolldown 1.2.14, postcss, nanoid) that come with the newer Vite release. No application or library source changes—only tooling versions.
