  • When the resource monitor could not sample, the process group metrics silently never appeared and the only trace was a debug log without the real reason, so an empty dashboard looked like a dashboard bug instead of a missing sidecar binary.

PR Summary

Low Risk
Observability-only logging around the existing metrics sampling loop; no change to metric values or export paths beyond log level and messages.

Overview
Improves visibility when process group metrics sampling fails so empty OTLP dashboards are easier to diagnose (e.g. missing resource monitor binary).

The metrics sampler loop now tracks whether sampling is in a failing state: the first failure logs a warning with the underlying reason, repeated failures stay at debug, and the first success after failure logs info that sampling recovered. Previously failures only produced a debug log without surfacing why metrics were not exported.

Adds an Effect layer test that simulates fail → fail → ok refresh outcomes and asserts the expected warn/debug/info log sequence over a simulated interval.

📝 Walkthrough

Process-group metric sampling now tracks failures. It logs the first failure as a warning, repeated failures at debug level, and recovery after a successful sample at info level. A test checks this sequence.

Changes: Process-group metric logging

Sampling tracks failure state and logs the first failure, repeated failures, and recovery at different levels. The test checks the log sequence for two failures followed by success.

Process-group metric failures are now logged with their reason, which helps diagnose missing sidecars. The reason text is unbounded and may leak paths into logs. Bound it before merging; the impact is small.

Assert the failure reason in the captured logs.

The logger keeps only message[0], so this test passes even if both failure logs omit their reason. Capture the complete log entry and assert a safe diagnostic value for the first failure and the repeat. This protects the behavior the PR introduces. (effect.website)

Log a bounded failure category, not the raw message.

ResourceTelemetry.refresh can pass errors whose messages include the configured monitor path or an availability reason. recordFailure places that message in the reason log field without a bound.

Keep the exact error in cause, but use a fixed category for the log value.
