  • Exporting an agent as a callable catalog entry needs the skills it offers, its default media types, and its interaction capabilities, and nothing in the schema owned that data, so the export would have had to invent it.
  • Whether a session acts as the agent itself or on behalf of a delegated principal changes behavior and verification, so it has to be a revision-owned declaration that admission can enforce.
  • Budgets only capped money per agent over a month or a lifetime, leaving a single agentic loop free to exhaust spend, tokens, or upstream quotas with no ceiling.
  • Throughput and per-session ceilings belong on the policy plane under ADR#0025 and ADR#0062, so they live beside budgets rather than inside the revision.
  • A documentation link is presentation data that must never require a proposal, so it sits on the catalog profile.
  • The ADR lint on main is already red from docs(research): study LiteLLM across the gateway, contract and agent corpora #602; this change adds no new findings.

…on the policy plane

Catalog export of an agent card had no source for offered skills, media
types, or interaction capabilities, and nothing capped a single session's
spend or request rate. Both gaps are closed where ADR#0025 places them: the
offer and execution subject on the revision, ceilings on the policy plane.

PR Summary

Medium Risk
Additive protos and ADRs define session admission, budgeting, and rate-limit contracts that downstream services must implement consistently; mis-enforcement would affect spend and access control.

Overview
Adds ADR#0070 and wires protos/docs so agents can declare an external offer, session authority mode, and policy-plane throughput caps without minting revisions for presentation or funder limits.

Revision-owned configuration gains optional AgentInterface (offered skills, default I/O media types, interaction capabilities) and ExecutionSubject on AgentConfiguration, with a new interface.proto and updates to ADR#0025 and the glossary. Absent interface means no callable catalog export; admission is expected to validate parts and enforce execution subject later.

Catalog presentation adds validated HTTPS documentation_url on AgentProfile, clearable via SetAgentProfile.

Policy plane extends agent_budgets with AGENT_BUDGET_PERIOD_SESSION and introduces policy/agent_rate_limits (windowed token/model-request limits by agent or session scope, plus per-session model-request lifetime cap), mirroring the budgets initialize/set/clear event model with counters kept out of the policy stream.

Walkthrough

The pull request adds Agent interface and execution-subject fields, session budget and rate-limit policy schemas, and messages for rate-limit policy mutations and events. It also adds an Agent profile documentation URL and records the contracts in a draft ADR and related documentation.

43-43: 🗄️ Data Integrity & Integration | 🔵 Trivial | 💤 Low value

Add an upper bound or a meter-aware range for maximum.

maximum is a uint64 with no validation. The comment says zero is valid, so a lower bound is not needed. A very large value is effectively unlimited. The value can also exceed the range of a signed 64-bit counter in a consumer. Add a (buf.validate.field).uint64.lte bound, or document that consumers must saturate the value.

… execution subject

Catalog export would publish whatever string the interface carried, and an
explicitly unspecified subject slipped past a rule that only checked the value
was defined. An empty documentation URL now reads as invalid rather than as a
clear, matching the avatar URL rule it borrows.
