• 🎯 Why: To prevent cloning the JwtValidation struct (which contains a heap-allocated Vec) on every request.
• 📊 Measured Improvement:
  • Baseline: ~357ns per call
  • Optimized: ~343ns per call
  • Improvement: ~4% reduction in call overhead (saving ~14ns per request).
  • This replaces a vector allocation with an atomic reference count increment.
