Objective

Adopt FloowGitHub issue-owned delivery in Tutitoos/atenea. This issue is the task.

Scope

• Keep the repository's main-only, issue-linked delivery rules and existing work.
• Store the task checklist, acceptance criteria, child issue links, and PR links in this issue.
• Use QA for code review, checks, and functional validation; no GitHub Project is required.

Checklist and acceptance criteria

• The repository policy uses issues as tasks and contains no Project or TASK-N fields. Evidence: PR #162 at ab97e7c8e8a0.
• ATENEA's policy validator and Hugo documentation build pass. Evidence: local validator, Hugo build, and pre-push Go tests at the PR head.
• QA evidence is recorded for the exact PR head, including checks and applicable functional validation. Evidence: Code inspection, FloowGitHub policy validator, and required GitHub checks passed at ab97e7c; no application behavior changed.
• PR chore: adopt FloowGitHub issue-owned delivery #162 is merged and remote main is verified. Evidence: merge commit 8d0d303 on main; issue closure remains separate.

Validation and evidence level

Local policy validation is separate from GitHub CI, QA, merge, installation, release, and deployment.

Dependencies and risks

Preserve existing repository instructions and unrelated work. Known baseline CI failures are reported in the PR rather than treated as passing.

Deleting historical GitHub Projects or deploying application code.
