Release TSC v1.3.10 for SPT 4.1.5

Release TSC v1.3.10 Public Beta for SPT 4.1.5 / EFT 0.16.9.5.40743. This updates the declared SPT target and build references to 4.1.5. The phone, Pilot trader, bottom-bar store, and SIC dashboard keep their existing behavior and theme.

The full ZIP includes UnityToolkit 2.0.1 rebuilt against SPT 4.1, its companion libraries, and license notices, with Arys's permission. WTT CommonLib 3.0.6 remains separately required. Fika is optional, and multiplayer on the current SPT/Fika versions remains untested.

The README now points to the v1.3.10 download and records the maintainer's successful initial local use. Earlier releases and validation history remain available.

Validation:

• Full build against verified SPT 4.1.5 references: four existing warnings, no errors.
• All 238 regression tests and dashboard JavaScript checks passed.
• All 26 isolated server checks passed, covering health/version, configuration, SIC registration, dashboard assets, and both server bundles.
• Local installation preserved profiles, TSC state, and settings; the maintainer reported it working. Individual service checks were not listed.
