Description
This PR updates the
pythonversion tov3.13, and the dependencies' versions were updated. See implementation notes below. It also implements themambaas the package manager.See #256

mambato strictly useconda-forgechannels and remove channels from Anaconda.The dependencies are updated to the following versions:
