Bug: Items missing required files are not counted in skipped items counts

Description of the bug

When an required files such as the Deposit_Agreement.pdf are missing in the UAL_RDM folder of an item, the item is skipped but it is not reported in the count of skipped items or items with fetch error.

Steps To Reproduce

• Remove or Rename a required file in UAL_RDM folder of an item.
• Run ReBACH on the item's id.
• Observe the count.
