Bug: Publish to pypi workflow fails due to sunset GitHub action

Description of the bug

The pypi-publish workflow fails because the pypa/gh-action-pypi-publish@master has been sunset. The workflow is triggered by a release therefore the failure will only occur after a release. The workflow can also be triggered manually by running the workflow file.

To fix the issue, pypa/gh-action-pypi-publish@master will be updated to pypa/gh-action-pypi-publish@release/v1.13

Steps To Reproduce

Run pypi-publish.yml workflow file under the Actions tab.
