• keep unchanged execution and JavaScript packages outside this release
• refresh deterministic publication evidence and locked dependency graphs

Verification

• full .NET solution suite
• Python runtime wheel, sdist, clean-install, server, local quickstart, and conformance checks
• locked NuGet restore and package-consumer checks
• actionlint for both publication workflows
• canonical release-artifact verification
• public-export reproducibility and manifest verification

Publication remains manual and requires signed annotated tags, protected environments, and successful canonical Release Integrity evidence on main.
