chore: move public comment above internal comment

Description

This PR moves the "Public Comment" section above the "Internal Comment" section in the frontend application's "Technical Review Basis" component.

Motivation and Context

This change improves the user experience by placing the "Public Comment" section, which is often more frequently used and accessed by users, in a more prominent position on the page.

Changes

• The "Public Comment" section has been moved from below the "Internal Comment" section to above it.
• The associated event handlers and state management logic have been updated to reflect this change.
• No functionalities were changed, only the order of the sections has been altered.
