Ignore errors when installing tools and workflows?

Currently, when an error is encountered while bootstrapping the instance, this fails the Ansible playbook. We *could* change this by setting the `galaxy_tools_ignore_erros` parameter to `true` [here](https://github.com/UtrechtUniversity/src-component-galaxy/blob/main/tasks/install_tools.yml#L46). Need to decide what behaviour is wanted.
