beta_n carries a non-SI unit string where the rest of the module is SI #607

Description

@HongSik-Yun-Fusion

derive_global_descriptors publishes the normalized beta with the unit string "% m T / MA". Every other unit in the module is SI or dimensionless: "1", "m", "m^2", "m^3", "J", "A", "T", "rad".

The IMAS data dictionary documents global_quantities.beta_normal as dimensionless with the convention folded in. Encoding the convention in a unit string means anything consuming the catalog or the generated reference page sees a unit it cannot parse or convert.

State the Troyon convention in the definition and give the value a real unit.

Found while documenting the equilibrium layer under the process documentation contract (#419). Filed rather than fixed, per that issue's rule that a convention applied inconsistently is a numerical-correctness bug with its own review.
