fix(notes): backfill summary timestamps

Summary

• Backfill missing summaryUpdatedAt values for existing tasks with non-empty notes using taskUpdatedAt as deterministic fallback.
• Make Notes page/API unread filtering use taskUpdatedAt fallback for any remaining legacy rows with null summary timestamps.
• When marking a done note reviewed, repair a missing summaryUpdatedAt inside the same transaction before writing the done-status read marker.

Root cause

Agent/internal mutation paths now set summaryUpdatedAt when note text actually changes, but older task-card note work updated several done task notes before the metadata was consistently written. Those legacy rows had non-empty note and null summaryUpdatedAt, making read freshness less auditable.
