perf(api): cache dashboard reads with Redis

Summary

• add an optional Upstash Redis cache abstraction with no-op behavior when Redis env vars are missing
• cache safe internal dashboard reads: summary, brief, projects list, project board detail, agents list, and notes
• tenant-scope cache keys with user/company/project ids plus version counters, and invalidate versions from audit/mutation/read-marker paths
• document optional Redis env vars in .env.example and README

• PARTIAL/INFRA: DATABASE_URL=postgresql://user:pass@localhost:5432/db?schema=public AUTH_SECRET=placeholder corepack pnpm build compiled and generated pages, then worker was SIGKILLed during final build trace collection after existing middleware/jose Edge warnings
