Boson FLIR GRAY16_LE tool python programs

With latest driver update to show Boson FLIR GRAY16_LE (aka Y16) format AGC (auto gain control) parameters in Hex formats, the 2 python programs under ~/flir_test folder can show HEX values in real float format, and grab one 16bit frame in GRAY16_LE format by OpenCV and save to image files to estimate min / max values to be used by gstreamer / nnstreamer commands.
