When I open the file, the application closes

To Reproduce
Steps to reproduce the behavior:

1. Go to menu "file - open" and select the file I attached

OS: windows 10 x64.

Issue due to character name taking all 16 utf-8 character slots when code was incorrectly assuming at most 15 character slots would be taken.
