A core-spine repo was missing its CLAUDE.md. Adds owns / others-own / rules, mirroring symkernel format: this repo owns schema definitions + registry + publishing; verification engine is symkernels, emission is wasmagent-js. A schema belongs here only when >=2 repos share it.
