…sion msBulletRE captures only a bullet first line, so multi-line bullets lose detail when converted to issues. Rewrite the 6 unchecked M1-M3 bullets as one concrete self-contained line each (scoped to files/scripts + acceptance), and link the already-filed downstream tracking issues (#17/#294/#94).

The bots bullet parser (msBulletRE) captures only the first line, so multi-line milestone bullets get truncated when converted to issues. Rewrites the 6 unchecked M1-M3 bullets as one self-contained line each, scoped to concrete files/scripts + acceptance, and links the already-filed downstream tracking issues (trace-pipeline#17, wasmagent-proxy#294, open-agent-audit#94). No checked/completed bullets touched.
