Form R31 is an administrative fee calculation specification filed by SROs for the transaction oversight fee. However, it has a neat allocation on off-exchange venues' quantitative reporting (src). I believe we could gain substantial statistical analysis and eccentric insight for rulemaking comment by analyzing the history of these filings and their changes over time. They appear to only be submitted in paper, hence the need for FOIA. Because I am not traveling to the DC public reference room, and the librarians there have not responded to my past requests.
