This PR is a coalescence of strategies, which are more thoroughly discussed in the cited thread, offline communications, and call documented at JFWooten4#4 (comment)

I believe we can put them into a string bind by calling out the ignorance of this thorough comment, given nonsense on WhyDRS/FOIA-tracker#1. I'd like to work in @jackofspades71's redacted voting remarks, which they will not be able to hold back as an appendix. That'll give us a clean page cite on a SEC URL going forward, and I can work it into the voluminous other publication arguments which surround self-regulation in the letter.

For the actual appendix of this current comment, the link in note 12 stopped working and may need an archive. There is also a small typo of two periods in n.14. There are a lot of points, like the empty voting, that relate directly to CAT order lifecycle reconstructions.

I've said it before, but this is a really great comment, Jack. The Erik Sirri speech is unbelievably damning, and it sets up the 2016-17 proxy roundtable chatter. I would be most thankful to extend it in my next comment.

Jack was kind enough to clarify that this was submitted on 270-513, and they granted unilateral usage:

I'll add the different forms and merge for now, since I think it'll look best as a fully formed native appendix rendered with #67.
