Promotes v0.9.6-rc.4 to the v0.9.6 final: version files drop the rc suffix, no other changes.
Note on content vs rc.4: main has moved by exactly one commit since the rc.4 tag — #210, which adds LICENSE-MIT/LICENSE-APACHE and the package.json licence field. Licence-only, no functional delta, so the final is cut from main rather than respinning an rc.5 for it.
Merging this is the release gate: once merged, tag
