Bumps the package and lockfile to 0.17.0 and dates the 0.17.0 changelog entry. The train
carries release_inputs and the written compression byte reporting.

Platform notes ride xchain-node's Release.

Every input a successful build selects stays reserved for five minutes, and
only a failed build hands its claims back. An address with two spendable
outputs and one dust output, after two builds that were never broadcast,
selected only the dust output on the third and reported a plain
"insufficient funds: selected inputs total ... but ... is required", with
nothing saying the other candidates were on hold. Wallets rendered that as
an empty address to a user holding two thousand coins.

The partial-selection branch now carries reservedCandidates in its details
and, when any were skipped, the same "reserved by a transaction built in the
last N minutes" wording the zero-selected branch already used, so one reader
handles both. Regression suite REG-31 pins the measured shape.
- fix(encoder): pass siblings-ref at both CI call sites so release PRs check siblings at the train branch
- fix(encoder): report the written compression bytes as compression.data/rawData so consumers confirm what the PSBT carries
- fix(encoder): name reserved candidates in shortfall errors and add release_inputs so held UTXOs are not read as insufficient funds
