Configuration reaches the container as environment, at docker run or through the compose env_file, so the optional COPY glob was dead weight and failed outright on Docker's legacy builder.

The canonical hub copy gained an expanded comment on the full-node possession proof tier and the vendored copies were never resynced, leaving the byte identity guard red. Comment text only, no behavioral change.
… pin The GAS_SCHEDULE comment still described the UNIFIED_FEES_SWEEP_CALLBACK keys as unarmed on both networks, which stopped being true when mainnet armed at genesis and testnet took an armed date. It now records the real per-network state and separates that from CONSENSUS_CONFIG_PIN.mainnet, which stays null for its own later arm.
Bumps the package and lockfile to 0.18.0 and dates the 0.18.0 changelog entry. The train carries the fee-estimate ceiling and the package-aware reveal prefund.
