Import the hosted rail environment writer and support per-repository refs. Drive the workflow shell steps in unit tests for default and litecoin stack selections.
Sync the canonical list fee schedule and consensus pins. Refresh the vendored identity hashes.
Refresh the node coin configuration from the canonical hub copy and regenerate the vendored identity hashes.
Set the rail job activation from the drive name and cover armed and inert stack installs while preserving the plan contract.

List sharing activation (testnet)
The list-sharing gates are armed on testnet and activate a few hours after the fleet roll: BTC testnet 154777, LTC testnet 4905004, DOGE testnet 67956922; the list share producer on testnet at 154777; the hourly price gates one block later. Mainnet stays unarmed.
