Merged PR #5019 — test(update): isolate CLI subprocess deadlines, addressing intermittent Windows CLI-test timeouts tracked in Issue #4989. The change split two real CLI subprocess checks—update help visibility and rejection of the removed upgrade command—into independent Vitest lifecycles, improving CI isolation and failure diagnostics without changing runtime behavior.
