Summary

Opening 知识库 now lands on a usable mount-first home instead of a buried “turn on knowledge bases” toggle.

• Desktop / FreeOS first run: knowledge bases are on by default (OCTOP_DESKTOP / FREEOS_DESKTOP). An explicit off switch is still respected.
• Primary actions on open: 本地文件夹挂接 (folder picker, source stays read-only) and 云知识库挂接 (ima and similar). Distill / parse results still go to a new folder the user chooses.
• Creating a library no longer waits on embeddings. You can mount first; vector search still needs a model later.
• Existing settings stay: vector / embedding, image text recognition, and scanned-document OCR are foundation tabs for later cleaning, labeling, and distillation — not removed.
• Empty-state copy is plain language (zh + en). Sharing talks about colleagues; experts / assistants are not treated as departmental staff.

No Release assets are merged or replaced.

How to verify in the UI

1. Open 知识库 on a desktop / first-run instance.
2. See local folder mount and cloud (ima) mount immediately — no enable toggle first.
3. Open 基础设置 and confirm vector, image, and scanned-document OCR tabs are still there.
