feat(org): Phase 3 in-host Reflections org-ui slice

Summary

Organization Reflections is now an in-host Organization sub-UI. Same seam as Announcements / Org chart / Employees / Skills / Governance / Knowledge / Tasks: shared org-ui page + thin Dashboard adapter + host /api/org-module/reflections* + freeos org export-standalone.

No sidecar, no iframe, and no Agents / Settings / Chat / Workspace in this PR.

• Dashboard route /organization/reflections (workbench card + path tabs)
• Host APIs: list / stats / detail / create / delete
• Export scaffold lists Reflections and imports the same page
• Tests: store + HTTP + org-ui + workbench + export-standalone
