Deepen announcements readers, task attachments, org-chart reporting lines/import, catalog delivery UX, and inline governance approve on the workbench and workspace without expanding Node. Co-authored-by: XYAI Labs <haoboy8@gmail.com>

Wave 2 把下一组高杠杆组织能力加深到宿主，而不是扩永久 Node。
推进的域：
GET /announcements/{id}/readers，含user_name）。{FREEOS_HOME}/org/task-files）。/governance/resolve）。delivery/host_path（宿主页 vs 原 App）。组织笔记只加深房间文案（
org.notes.room_depth），没有另开笔记面。约束：不扩展永久 Node；不删除
ManagedOrganizationRuntime；工作室 vs 组织房间双身份保留。迁移图计数不变（9 native / 11 slice / 12 iframe）。Target branch
