Bring Claude host packaging from scrimshawlife-ctrl/Hyperlex@c9233c98 onto org SoT while preserving Zero State Proprietary LICENSE, LICENSE_POLICY, AGENTS.md, and org CLAUDE.md SDLC pointer (additive Claude host notes only). Includes plugin manifest, slash helpers, install.sh --claude/--claude-plugin, claude_hlx.sh, doctor CLAUDE_OK/MISSING, docs, and tests. Hermes remains primary.
