[WIP] sync: exact HERMES + SPARK graft bytes

On branch sync/personal-naming-lock-20260924, replace these two files with the exact byte content from the personal SoT repo scrimshawlife-ctrl/Hyperlex main (same paths). Do not force-push; create a normal commit on the existing branch.

How to get exact bytes: curl -L the raw URLs from scrimshawlife-ctrl/Hyperlex main for those paths, or git show from a clone of that repo. Verify with git hash-object before committing.

Do not change any other files. Do not force-push.
