Docs-only: adds AGENTS.md agent contract, CLAUDE.md pointer, intent/ template, and cross-links in README/CONTRIBUTING/docs. No code, workflow, or dependency changes. CI green. Matches the org-wide SDLC-pack pattern already approved in sibling repos.
