feat(play): Feature D traces for rumor, insignia, and memorials - #433

Later S3 families were hosted as rumor pulses, org ownership, and vacant offices but silent on LOOK/WATCH traces. Project public rumor fragments, org marks on owned works, and vacant-office memorials as notice traces. Private rumor stays off. Cap 3. No TRACE verb. No reseed. Tests: vitest run (1146 passed)
