fix(world): LOOK survives SQLITE_TOOBIG after compact - #438

After compacting fuel actors, save() may still SQLITE_TOOBIG. LOOK must not fail closed; mutating PLAY still fails if persist cannot complete.

Drop disposable system actors on TOOBIG; if still too big, mutating PLAY fails persist but LOOK/OBSERVE succeed. No reseed.
