Optimize User-Agent rewriting by caching replacement capacity, batching same-length writes/checksums, and omitting unchanged NFQUEUE payloads.

Add the default-off ua2f.firewall.bypass_empty_ack option with strict IPv4/IPv6 header-only ACK matching, preserved connmark ordering and queue fallback. Payload-bearing requests, control packets and unsupported headers still follow the normal path.

Keep focused regressions for checksums, split/pipelined requests, uploads, later keep-alive requests, half-close, rule matching and installation fallback. Remove the one-off performance workflow, benchmark/diagnostic helpers and their accounting tests. README is unchanged and no benchmark reports are included.

Validation: 13 local firewall/ruleset regressions passed; Python import/compile and shell syntax checks passed. Build, unit/integration and QEMU results are available in this PR’s checks.
